Mr. Swire is a Senior Director of Butterfield and Swire and John Swire and Sons Ltd., Shipping and Insurance Agents with large business interests in China. His views on the future of Hong Kong are given in a note at (2) which he wrote for Chatham

In reply to (7) we should perhaps suggest a meeting with Messrs. Swire and Morse, but it would seem better to wait before arranging a date until we know the views of the members of the Far Eastern Economic Committee to whom the two letters from the China Association (giving their views on the future of Hong Kong) were circulated. After despatch of the reply to (7) perhaps Mr. Mayle would kindly enquire from Mr. Armstrong, reference his letter at (4), when the Committee is likely to consider this matter.
